DEO prohibits defacement of public properties

AALO, Apr 25: West Siang District Election Officer (DEO) M K Sahoo, in an order has prohibited defacement of public properties, wall writing, pasting of posters/papers or defacement in any other form and erecting/displaying cutouts, hoardings, banners, flags on any Government premise including civil structures.

It also prohibited unauthorized campaigning and misuse of vehicles.

The district authority would take strict action against the violators of the order. DIPRO

 

Licence holders urged to deposit fire arms

Daporijo DIPRO adds: In view of the ensuing Panchayat Election 2013, the District Magistrate of Upper Subansiri district has asked all fire arms licence holders of the district to deposit all types of fire arms under their possession to police stations in their circles by May 10 and the arms so deposited will be released after the completion of the election.

In another order, the District Magistrate under Section 144 Cr.P.C. has prohibited the carrying of lethal weapons such as fire arms, swords, bow and arrow, explosive materials and any other weapon with power to inflict bodily injury in the town, villages and polling stations from April 28 till further order.

 

Farmers training under NAIP

ITANAGAR, Apr 25: A training cum distribution of different inputs such as seedlings, silpaulin, Knapsack, polyfilm was organized by ICAR Research Complex for NEH Region, Basar under National Agricultural Innovative Project (NAIP) at Chhota Rupak on April 23.

The scientists and subject matter specialists from ICAR and KVK West Siang, Basar delivered lecture and demonstrated on cultivation practices, pest and disease management in Khasi Mandarin, Banana, Maize and vegetables. Thorough interaction was also organized with the farmers and discussed in details about low cost polyhouse and jalkund (water harvesting structure).

The team also distributed 2000 seedlings of Khasi Mandarin, 200 Banana saplings, two silpaulin for constructing jalkund (water harvesting structure), six Knapsack Sprayers, one Polyfilm for constructing the low cost polyhouse and 70 packets of vegetable kits containing bhindi, pumpkin, sponge gourd, Sweet gourd, Ridge Gourd and Cucumber,  70 packets of maize seeds (HQPM-1) to the farmers under NAIP.

A total 99 farmers from Chhota Rupak, Tabarijo, Paka, Ronya, Riddi, Digbak, Belo, Lida, Kuporijo and Linney in Upper Subansiri District attended the training.

 

NSS RGU unit organizes Spl Camp

ITANAGAR, Apr 25: The National Service Scheme (NSS) unit of Rajiv Gandhi University conducted a Special Camp with the theme “Youth for Better Environment” at Workers Colony, RGU Campus.

The volunteers actively participated in a cleanliness drive and renovated the colony streets and drains.

Short programme on economic empowerment of women, family life education, family violence, drug and alcohol abuse, pre-school education program etc., were also conducted with the help of skit and play targeting the women and children.

Besides, various competitions for women and children were also conducted during the camp.

Dr. T Lhundim, Dean Students Welfare, RGU distributed prizes to winners on the concluding function and spoke to the gathering about the need and importance of education. He encouraged the youth volunteers to shoulder the responsibility in bringing better environment in the society.

Highlighting the events of the camp, Dr. Otem Moyong, Program Officer, NSS, RGU, appreciated the enthusiasm shown by the volunteers during the camp and support provided by the colony dwellers.

 

IDEA observes World Malaria Day

ITANAGAR, Apr 25: Itanagar Diocesan Empowerment Association (IDEA) in collaboration with District Vector Borne Disease Control programme (DVBDCP) observed World Malaria Day with the theme “Invest in the future; defeat malaria” at community hall at Balijan today. The preventive and curative methods of malaria were highlighted through mass rally with placards and banner, role play, quiz competition and various sessions on malaria taken by Tatung Tayang, Zonal malaria Officer of papumpare district and Dr. Taw Kaku, Medical officer in charge of CHC.  

While focusing on the theme, the ZMO informed public to focus on preventive aspects such as sleep always under impregnated mosquito net, allow DDT to be sprayed inside of every house and draining out all logged water around the house.  

The officials of NVBDCP and best performing field level staffs were felicitated with mementos by the Deputy Director of IDEA, Sr. Licy for their continuous support to implement intensified malaria control programme in the district.

Approximately over 100 people attended the progrmme.

 

 

Women SHG repairs cattle bridge at GTC

PASIGHAT, Apr 25: The members of Angun Bedang Self Help Group (SHG) on Wednesday rendered social service by replacing a cattle bridge at the entrance of Jawahar Navodaya Vidyalaya at GTC near Pasighat town.

The iron cattle bridge was in worn-out condition due to years of wear and tear since its installation in 1964 at the time of settlement of GTC colony. It became a death trap for the commuters with many accidents occurring during night hours.

The women activists, in active support of the local residents replaced the damaged bridge with a RCC one worth Rs 36,000 purchased by the SHG. The effort of the women’s group led by Minam Jamoh was appreciated by the local people.

Located at down of Pasighat Jawarlal Nehru University at left bank of mighty Siang river, GTC is densely populated area. There are many offices, schools and government quarters in a compact area besides some the Border Road offices.

The SHG is also running a mini vegetable cum fish/meat market at GTC colony for increasing their source of income

SUMA stages rally against proposal on PRC to non-APSTs, submits memo to Governor

ITANAGAR, Apr 25: Students Union Movement of Arunachal Pradesh (SUMA) took out a massive peace rally yesterday against the formation of Joint High Power Committee (JHPC) on the issue of PRC to non-APSTs in the state.

The Rally which started from the DN College ground culminated at Nyikum Niya Hall,Nirjuli and large number of students from DN College, Bon Bosco College,  Polytechnic college, scholars from RGU and  non-APST public took part in the rally, according to  release issued by the SUMA.

Later a delegation of the SUMA headed by its president Biri Tabing  visited Raj Bhawan  and submitted memorandum against any proposals for issue of PRC to non-APST.

In its six-point memorandum addressed to the Governor, the  SUMA demanded immediate cancellation of the joint high-Power Committee on PRC issue, immediate reconsideration of the proposal for issue of PRC to non-APSTs, complete implementation of the Bengal Eastern Frontier Act 1873 in the interest of the  indigenous tribal people in the state, immediate cancellation of land allotment issued to non-APST at Lohit district, immediate deletion of the voting rights to all non-APST in order to maintain peace and  tranquility of state and thorough scrutiny of ILP already issued.

Process for consideration of PRC to Non-APST by forming Joint Higher Power Committee (JHPC) is against the interest of the state concerned, the SUMA said.

While reminding its earlier memorandum submitted on April 1 last, the organization gave a month’s time for amicable solution to its grievances in order to avoid  agitation including bandh call.

 

 

Kaying IB reeling under power outages

ITANAGAR, Apr 25: For the state like Arunachal Pradesh which is struggling for infrastructure development, it is sad situation when one sees existing infrastructure being misused by the concern authorities.

The inspection bungalow of Kaying under West Siang district is one such example. The IB which was inaugurated by former CM P K Thungon in the year 1976 does not have electricity facility causing difficulties to the visitors.

 As per the report, the power line was disconnected by power department as the authorities failed to pay the electricity bill.

Kaying IB is located on the Aalo-Menchuka road which is an important tourist destination.  Tomorrow if a tourist decides to stay in the IB, after discovering its plight, imagine what kind of impression they will take back? The concern authority has lot to answer.

 

 

Rafting can become popular adventure sports’

Final leg of white water rafting gets underway

ITANAGAR, Apr 25: The third and final leg of white water rafting expedition cum recee organized by Arunachal Adventure Association in collaboration with department of tourism, government of Arunachal Pradesh  began on 23rd of this month from Mechuka  town which is also popularly known as Menchuka. The picturesque Yargap Chu River which flows through middle of Mechuka (Menchuka) town was the venue for the flagging in ceremony. The team will carry out expedition cum recee from Menchuka to till Pasighat passing through rivers Siyom (Yomgo) and Siang.

The additional deputy commissioner of Mechuka Gepak Poyom flagged off the rafting team.

Speaking on occasion ADC Poyom urged department of tourism to organize such event annually so that river rafting can become very popular adventure sports in the state. ADC himself joined the team and for half an hour he was in the boat rafting along with team. He said it was his maiden experience of river rafting and he fully enjoyed the experience. However the team had to abandon the expedition after few kilometres from Mechuka. The rough and turbulent water along with dangerous nature of river made it impossible for them to continue the expedition. Later they put camp at Thumbin village. Next day, the team started expedition from Thumbin village on the river Siyom which is known as Yargap Chu at Mechuka.

 

 

Keep strict vigil on refugees, AAPSU to DA

ITANAGAR, Apr 25: The nomination filed by a Tibetan refugee to contest in the ensuing Panchayat election from INC ticket has been rejected by West Kameng district authority after All Arunachal Pradesh Students’ Union (AAPSU) objected to his candidature, according to an AAPSU release.

AAPSU deputed a team to West Kameng on request of the district students’ union and people where the visiting team was informed that a Tibetan refugee had filed nomination to contest in the election from Sera Anchal Segment from INC ticket. After confirmation of the allegation, AAPSU brought the matter to the notice of the DC and returning officer and demanded immediate cancellation of candidature of the candidate.

AAPSU also urged the district administration to keep strict vigil on refugee related issue and asked all the Tibetan and Bhutanese refugees to get refugee Card from the authority concerned and move to their designated camps.

AAPSU also requested all the political parties to be very careful while selecting and endorsing candidates in near future and check all records properly before making them their party members.

It also urged the district administration to cancel all the ST and Permanent Resident Certificates (PRCs) issued to non APST and refugees.

 

 

Follow election guidelines, DEO says POs

PASIGHAT, Apr 25: Pasighat is going to hold the Municipality poll for the first time on May 16 next. With the preparations for ensuing Municipality election and as per the provision under section 13 (1-4) and Section 14 of the Arunachal Pradesh Municipal Act 2009 (Act No. 4 of 2009), the 1st phase training for both Presiding and Polling officers was held in the DC’s conference hall today. It was enthusiastically participated by the 20 Presiding and 50 Polling officers while the training program was imparted by the Master trainers GP Pandey, OP Sah and RC Saxena.

Speaking on the occasion the DC-cum-DEO, RK Mishra advised the trainees to follow the election rules and guidelines and asked them to perform their election duties freely and fearlessly. We must act in a transparent manner as there is nothing to hide in the electoral democracy and ensure that eligible voters can exercise their democratic right to choose the leaders for the community, he added. The 2nd and 3rd phase trainings will be held on May 6 and 13 next while collection of polling materials is scheduled to be issued on May 14 and movement on respective Polling stations on May 15 next, informed DEO Mishra.

Meanwhile nomination papers for the Municipal Election were scrutinized by the Municipal Returning Officer Nilima Kumar (ADC) in presence of Election Observer Bandana Deori in the Panchayat Office amidst strict security. Office sources informed 39 persons had filed nominations for 12 Wards but 10 nominations were rejected. Two councilors of INC party were elected uncontested. They are Atik Pertin (DST Colony, Ward-05) and Kaling Darang (High-Region, Ward-04).

Nilima Kumar (ADC) who is also District Panchayat Development Officer is also scrutinizing the nomination papers of the ensuing Panchayat election and it is expected to be declared the result tonight. DIPRO

 

 

Speaker asks people to maintain unity

KHONSA, Apr 25: Festivals foster love, unity and peace, said Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong while addressing a huge gathering of revelers on the occasion of Dadam area Hoju Kuwa celebrated jointly by 10 villages under Dadam circle at Dadam village, about 19 km from here today.

Lowangdong said that he was deeply impressed by the spirit of the people of Dadam area who had always stood by Borduria chief through thick and thin and passionately appealed them to zealously guard and protect their traditional culture for the posterity. He said that the Noctes had a well-knit society under the chiefs since time immemorial and urged the people to maintain unity at all cost.

The Speaker further said that the Noctes were proud to have the unique chieftainship institution which is democratic in nature and is helping the administration in running the district in no small measures.

Commandant of First Assam Rifles Col. Prashant Nair in his brief address appreciated the people for preserving their rich culture in spite of the ‘huge onslaught from outside forces’. He greeted the people on the festive occasion. The chief of Dadam village said that this year’s Hoju Kuwa had a greater significance due to the presence of the paramount chief Wanglin Lowangdong.

BJP National Council Member Wangman Lowangcha in his speech said that the Tai Khamtis and the Fakials who live in Assam had successfully protected their identities without being swamped by the more dominant Assamese culture and exhorted the people to spare no efforts in preserving their traditions. Hangliam Sumnyan, senior public leader and Tirong Aboh, ZPM, who also spoke on the occasion, described Wanglin Lowangdong as the traditional head and authority of the Noctes and assured that the Dadam group of villages under Borduria village would always maintain unity to strengthen the hands of Lowangdong.

Earlier, Wangdi Hakhun, President of the festival committee in his welcome address highlighted the significance of Hoju Kuwa and thanked all the participants for their active and enthusiastic participation.

Folkdances, modern dances and a grand community feast marked the day-long celebrations. All the chiefs, GBs, Panchayat leaders, villagers from Dadam area, ZPC and HoDs attended the celebration.  DIPRO

Two Congress nominees for single ASM seat

PASIGHAT, Apr 25: The incident of filing nomination papers by two candidates nominated by Indian National Congress (INC) for a single Anchal Samity seat at Sigar under Mebo Anchal block has surprised everybody, including the election officials as well as BJP workers in East Siang district.

Confirming the dual nomination filed by the ruling party, the Returning Officer of Mebo Anchal Block informed that one Nangku Yirang and Akin Tayeng have filed nomination for Sigar Anchal seat from INC ticket. Further, Nangku Yirang submitted another nomination paper as Independent Candidate in the same post. Another independent candidate for the seat is Anang Tayeng.

The incident, in fact is due to internal rift ensued in the ruling party in Mebo block. One of the two candidates Nangku Yirang is said to be kin of standing Mebo MLA Ralom Borang, while Akin Tayeng is a relative of former Mebo MLA and standing APCC Vice-President Lombo Tayeng. The validity of candidature of the candidates is reportedly creating much tizzy to election officers in the scrutiny process and the matter is not yet decided.

The people of Mebo including the BJP leaders and independent candidates are anxious on the doubling-up of nomination paper submitted by the ruling party. A senior BJP leader of Mebo Lenzing Pertin has termed it “power-centric” feature of Congress party.

“The ruling Congress, through such imprudent acts has not only revealed its rowdiness feature, but it also ruined the image of democracy. The people have now come across the corrupt practices of Congress and lost their confidence on party”, Pertin opined.

World Malaria Day

Although Arunachal Pradesh has witnessed sporadic public outrage regarding law and order, there is reason to be happy as there is a decreasing trend in malarial death for last few years.

Hopefully, the world has also reportedly made major progress in the fight against Malaria over the last decade. According to a report, since 2000, malaria mortality rates have fallen by more than 25 per cent, and 50 of the 99 countries with ongoing transmission are now on track to meet the 2015 World Health Assembly target of reducing incidence rates by more than 75 per cent.

A major scale-up of vector control interventions, together with increased access to diagnostic testing and quality-assured treatment, has been key to this progress.

But there are miles to go to achieve the goal. According to WHO, malaria still kills an estimated 660000 people worldwide, mainly children under five years of age in sub-Saharan Africa. Every year, more than 200 million cases occur; most of these cases are never tested or registered. A recent plateauing of international funding has slowed down progress, and emerging drug and insecticide resistance threaten to reverse recent gains.

If the world is to maintain and accelerate progress against malaria, in line with Millennium Development Goal (MDG) 6, and to ensure attainment of MDGs 4 and 5, more funds are urgently required.

On the occasion of World Malaria Day, we hope both developed and developing country come together  and  continue their investment and uplift their political commitment for eradication of malaria.

Bamboo has lot to offer us

Dear Editor,

With reference to the article - Bamboonomics in our state - Poor Man's Timber or Green Gold?" by Ms Koj Rinya, the DFO, Aalo - I would like to commend the author for bringing to fore a very relevant issue facing all people of Arunachal. The point made by the DFO regarding the use of bamboo are very practical and cover some very basic aspects that affect all of us - a source of livelihood, economic prosperity, conservation of our beautiful forests, conservation of our environment and development of small scale industries and cooperatives based on bamboo. Indeed, no other product other than the 'green gold' which we possess in such abundance is capable of doing this.

We need to thank Ms Rinya for highlighting this issue and giving us plausible options for adapting these ideas and converting them to reality. In fact, the Forest Department in Arunachal must ensure widespread publicity to the opportunities available in bamboo plantation and make available necessary incentives and resources for implementation.

A country like Vietnam with 1.6 million hectares of bamboo covering 12.7 % of forest land exports 300 million$ worth of bamboo and rattan every year - proving a household with 100- 250 $ per hectare of bamboo cultivation. With 1.6 million hectares of bamboo in Arunachal alone, given proper technical, financial and policy support from the State government and National Bamboo Mission, as brought out by the DFO, the imagination soars as what can be achieved here in our state with this green gold!

I don't know when people of Arunachal will wake up

Dear Editor,

Taba Ajum's article 'why should poor suffer at the expense of rich......' published in your daily on 19.04.13 highlighted how government of Arunachal Pradesh caused 201.05 crores budget deficit for the financial year 2012-13 from the state exchequer.

One Tamuk Ali's letter to editor, 'confusing recruitment process' on 20.04.13  clearly brought into light how the department of tax and excise, government of Arunachal Pradesh has befooled and is befooling the entire people of Arunachal Pradesh.

An article by your correspondent, ''petitioner dismayed as APIC delaying return of hearing'' dated 22.04.13 displayed how APIC and CIC defied court's order and legal obligations.

Now the unfortunate part is that no NGO or pressure group has taken up the issue while the matter unveiled is of highest concern for the general public. Another interesting observation is that the allegedly corrupt authorities are unfazed.  By remaining silent they are either accepting what is alleged or they think they are not accountable to the people of this state.

And the most interesting part is that the general public is apparently not miffed by the cheat, the loot, the exploitation etc carried out to them by the government and its department and hence condones all such activities. By being silent spectators, the general public and various pressure groups are making those critics who dare to share callous activities of various authorities, redundant.

I don't know how many years Arunachal would take to wake itself up, but as of now, I have a state where a wild cobra makes more news than 201.05 budget deficit or other unfortunate stories cited above.

Don't let god stand in queue

Dear Editor,

I have heard and seen people looking and standing around and causing traffic jams at 6km near M.M Toyota show room, just to have a glimpse of a king cobra snake. It is a well come steps as some nature lovers had requested not to throw stone at the snake, which shows a development to nature care and civilized culture. I also agree and request the same to all the citizens, let the snake live at its own and peacefully. Standing nearby, makes disturbance to the snake as well as it creates unnecessary traffic jams. But till date I have not seen the snake, but instead I have seen Red flag with sign in the said place. If I am not wrong, I think I have seen this sign and flag in temples. It seems to be an initiative to construct a temple. As far I am concern such flag and sign are not for the safety of snakes. If you really want to have a real glimpse of the snake then have a deeply look at the said side and you will understand. My request is to the administrators please do not allot plot of land to GODS for they already have enough plots in heaven. If one GOD is allotted then surely other GODS will be jealous and make a demand for the same which would disturb the equilibrium of peace.
